Free Upwork proposal generator
Create a proposal draft for free, then make it specific
ProposalAI turns a resume and a job post into a cover-letter draft you can edit. It is for freelancers who want a structured starting point — not a letter they send untouched, and not a promise of interviews.

What the tool does
You stay in control of facts and tone. The app drafts; you decide what is true enough to send.
Resume & skill extraction
Upload a PDF or DOCX. The app extracts skills, work history, and projects so a draft can reference your real experience instead of a blank prompt.
Job post analysis
Paste the client’s description to surface overlap, gaps, and questions in the post. Use that as a reading aid, not as a prediction that you will be hired.
Proposal structures
Choose Classic, Problem-First, Result-Led, or Question-Led so the draft is organized. You still rewrite anything that is not true for this job.
Draft generation
Get a cover letter you can edit, plus a match note and suggested questions. Copy plain text into Upwork yourself. Nothing is submitted for you.
Portfolio matching
Analysis can suggest projects from your uploaded resume that overlap the post. Keep one relevant proof item; drop the rest.
How it works
Add a resume or use generic mode
Upload one or more resumes and pick the active profile, or type a short background if you do not want to upload a file.
Paste the job and optionally analyze it
Read the post yourself first. Analysis can highlight overlap and questions; it cannot see your Upwork history.
Pick a structure and generate
Choose a template and optional tone/length. You can generate up to three new drafts per day on a free account.
Edit, then copy into Upwork
Fix the opening, the proof, and any screening answers. Copy plain text. The app never logs into Upwork.
Step-by-step in the app: how to generate a proposal.
What makes a strong Upwork proposal
Clients often see only a short preview. A letter that could be pasted onto any job wastes that preview. A letter that names their constraint, points at one relevant project, and asks a question that changes the estimate is easier to evaluate.
- First two lines mention a deliverable, stack, or instruction from this post
- Proof is one project the client can find on your profile
- Screening questions in the post are answered in your own words
- No off-platform contact details in the first message
How to personalize a generated proposal
You do not need a new personality for every bid. You need three swaps: the opening line, the proof project, and the questions. Everything else can stay a stable structure.
- Copy four facts from the post: deliverable, named tools, constraint, instructions.
- Pick one project blurb that is close or honestly adjacent.
- Rewrite the first two lines so they fail the “any job” test.
- Ask two questions that would change your plan if the answers changed.
Weak vs improved proposal
Same fictional job: a marketing site that is already live. The client does not want a redesign. They asked what you would measure after a performance pass.
Weak
I am a web developer with 8+ years of experience. I can build any website. Please hire me.
Improved
Hi — I would keep your current pages and treat this as a mobile speed and contact-form pass, not a rebuild. After launch I would measure homepage LCP on a mid-range phone and successful form submits for a week. Do you have staging?
Common proposal mistakes
Opening with a formality
“Dear Hiring Manager, I am excited to apply” uses the preview on a sentence the client already knows. Lead with a constraint or deliverable from the post.
Dumping the resume
A cover letter is not a CV. One relevant project beats a list of every language you have touched.
Reusing the same letter
If only the job title changed, the client can tell. Swap the hook, the proof, and the questions every time.
Ignoring instructions
If they asked you to start with a word, quote a rate, or answer questions, do that first. A generated draft can miss a line at the bottom of the post.
Empty questions
“Let me know if you have questions” does not start a conversation. Ask something that would change how you estimate or build.
Proposal checklist
- First two lines fail the “could this open any job?” test
- Every instruction in the post is answered
- One proof item, mapped in one sentence
- Two questions that would change the work
- No phone, WhatsApp, or personal email
- You would still send this if the client opened your profile next to it

FAQ
Is ProposalAI free?
Yes. There is no paid plan and no checkout. A signed-in account can generate up to three new proposal drafts per day. Regenerating an existing draft does not use an extra slot.
Is this affiliated with Upwork?
No. ProposalAI is an independent tool and is not affiliated with, endorsed by, or sponsored by Upwork Global Inc. Upwork is a trademark of its respective owner.
Does the tool send proposals to Upwork for me?
No. You review, edit, and copy the text into Upwork yourself. We never ask for your Upwork password.
Should I send a generated draft without editing?
No. Treat it as a first pass. Check facts, openings, and any instructions in the original job post. You are responsible for what you submit.
Who is this for?
Freelancers who already do the work — development, and similar skilled jobs — and want a faster way to draft a letter that still needs their judgment.
